오늘 한반도 통일과 세계평화를 모색하기 위한 원코리아 국제 포럼에 참가하신 여러분을 진심으로 환영합니다. 공동주최단체와 기관들, 그리고 코리안 드림을 앞장서서 실천하고 계시는 문현진 회장님과 짐플린 미국 회장님께도 감사드립니다.

Ladies and gentlemen, how are you?

We sincerely welcome all of you who participated in today's international forum on one korea 2022 to seek unification of the Korean Peninsula and world peace. I would also like to thank Chaireman Moon Hyun-jin and Chairman Jim Flynn, who are leading the co-hosting groups and organi

zations and putting the Korean dream into practice.

2022 원코리아 국제포럼은 광복 77주년을 기념하고 남북한의 통일과 세계 평화를 위한 방안을 모색하기 위하여 개최하게 되었습니다.

이번 포럼의 주제는 <자유통일한국 : 동북아 및 세계평화번영의 기폭제>인데 여러분의 토론을 통하여 남북한 평화통일을 위한 실질적인 방안이 모색되기를 기대합니다.

The 2022 International Forum on One Korea 2022 is held to commemorate the 77th anniversary of the liberation of Korea and to seek ways for reunification of the two Koreas and world peace.

The theme of this forum is <Free and Unified Korea: A Catalyst for Regional and Global Peace and Development>

오늘날 세계는 수많은 어려운 문제들에 직면하고 있습니다. 코로나 팬데믹, 기후 변화, 신냉전, 북한과 이란의 핵 개발, 우크라이나 전쟁, 경기 침체, 등 어려운 문제들로 전 세계가 고통을 받고 있습니다.

여기에 최근 발발한 우크라이나 전쟁의 여파로 식량난과 에너지 공급의 불안 등 세계적 경제위기가 밀려오고 있습니다.

The world today faces very difficult problems. They are suffering from difficult problems such as the corona pandemic, climate change, the new cold war, the nuclear development of North Korea and Iran, the war in Ukraine, the economic recession, etc. In particular, in the aftermath of the recent war in Ukraine, a global economic crisis such as food shortages and instability in energy supply is coming.

북한의 핵개발로 인한 한반도의 위기도 계속되고 있습니다. 북한은 핵무기를 개발한 데 이어 ICBM, SLBM을 개발하여 세계평화를 위협하고 있습니다. 이러한 북한의 군비 확장을 억제하지 못하면 한반도는 지구촌의 화약고가 될 가능성이 있고 세계적 재앙의 시발점이 될 수 있습니다. 한반도에서 전쟁이 일어나면 세계 대전으로 확대될 가능성이 매우 크기 때문입니다.

The crisis on the Korean Peninsula due to North Korea's nuclear development continues. Following the development of nuclear weapons, North Korea is threatening world peace by developing ICBM and SLBM. Failure to contain North Korea's military expansion could lead to the Korean Peninsula becoming a gunpowder store for the global village and the starting point of a global catastrophe. This is because if a war breaks out on the Korean Peninsula, it is highly likely that it will escalate into a world war.

그러나 북한 핵을 완전히 폐기하고 한반도에 항구적 평화체제를 구축할 수 있다면 지구촌은 보다 평화롭고 안전한 세계가 될 수 있습니다. 그러므로 우리는 북핵을 폐기하기 위해 최선을 다해야 합니다. 그러나 북한은 북핵 폐기 협상을 거부하고 있고 북핵 문제는 전혀 해결될 가능성이 보이지 않고 있습니다.

However, if a permanent peace regime can be established on the Korean Peninsula through the complete dismantlement of North Korea's nuclear weapons, the global village can become a peaceful and safe world. Therefore, we must do our best to dismantle the North Korean nuclear program. However, North Korea is refusing to negotiate to dismantle the North Korean nuclear program, and the North Korean nuclear issue does not seem likely to be resolved at all.

따라서 세계가 진정으로 북한의 비핵화를 원한다면 다른 방안을 찾아야 합니다. 저는 남북한의 평화적 통일이 한반도 비핵화를 위한 좋은 대안이 될 수 있다고 생각합니다. 한국은 홍익인간의 이념으로 건국된 나라이고 역사적으로 이웃 나라를 침략한 일이 없기 때문에 통일된 한국은 핵무장을 할 우려가 전혀 없기 때문입니다.

Therefore, if the world truly wants North Korea to denuclearize, it must find another way. I believe that the peaceful unification of the two Koreas can be the best way for the denuclearization of the Korean Peninsula. Since Korea was founded with the ideology of Hongik Ingan and historically has never invaded neighboring countries, a unified Korea will have no intention of nuclear armament.

그렇다면 남북한이 평화적으로 통일되기 위해서는 어떤 조건이 충족되어야 할까요? 첫째는 8000만 한국인들이 통일을 원해야 합니다. 둘째는 한반도 주변 강대국들이 이를 지지해야 합니다. 한국인은 수천년 동안 통일된 민족국가를 유지해 왔고 통일천사와 같은 시민운동 단체들이 통일을 위해 적극 노력하고 있기 때문에 국민적 지지를 얻는 것은 문제가 없습니다. 더욱 중요한 것은 한반도 주변 강대국들의 지지를 얻는 것입니다.

Then, what conditions must be met in order to realize the peaceful reunification of the two Koreas? First, 80 million Koreans must want unification. Second, the great powers around the Korean Peninsula must support it. There is no problem because Koreans have maintained a unified nation-state for thousands of years and civic groups such as Action for One Korea are actively working. So it is very important to win the support of the great powers around the Korean Peninsula.

1945년, 일본의 식민지에서 해방된 한국은 미.소에 의해 강제로 분단되었습니다. 독일의 사례를 따른다면 패전국인 일본이 연합국의 분단관리 대상이 되어야 했는데 전쟁에 대한 아무런 책임도 없는 한국이 일본 대신 분단되었습니다. 이 점에서 일본은 한국의 분단에 근원적 책임이 있습니다. 중국은 6.25 때 북한의 남침을 지원했고 정전체제를 고착시킨 책임이 있습니다. 한반도의 통일을 위해서는 분단에 책임이 있는 미.소.중.일 4대국이 합의해서 결단해야 합니다.

Korea, liberated from Japanese colonization in1945, was forcibly divided by the US and USSR forces. In the case of Germany, even though Japan, the defeated country, had to be divided, Korea, which had no responsibility for the war, was divided on behalf of Japan. In this regard, Japan is fundamentally responsible for the division of Korea. China supported North Korea's invasion of South Korea on June 25 and is responsible for fixing the armistice system. For the unification of the Korean Peninsula, the four major powers responsible for division, the US, China, and Rusia and Japan, must cooperate.

북한과의 협상을 통해 북핵문제를 해결한다는 것은 불가능하다는 것이 전문가들의 견해입니다. 이렇게 되자 미국의 일부 전문가들은 북핵문제의 해결을 위해서는 남북한의 통일이 가장 확실한 대안이라고 주장하기 시작했습니다. 러시아는 공산주의를 포기했기 때문에 남북한의 통일에 반대할 이유가 없습니다. 중국도 한국과 오랜 역사적 관계가 있고 현재 남북한과 공동으로 외교 관계를 맺고 있기 때문에 평화적 통일에 반대할 이유가 없습니다.

Experts agree that it is impossible to resolve the North Korean nuclear issue through negotiations. American experts have begun arguing that the unification of the two Koreas is the surest alternative for a fundamental solution to the North Korean nuclear issue. Since Russia has abandoned communism, there is no need to oppose the reunification of the two Koreas. China has no reason to oppose peaceful unification, as it has a long historical relationship with South Korea and currently has diplomatic relations with the two Koreas

지난 세기 한반도 분단에 관여했던 4대 강국은 한반도 비핵화와 세계평화를 위해 한반도 평화통일에 협력해야 도덕적 의무가 있습니다. 이것을 관련국들이 받아들일 수 있도록 설득하는 것이 중요합니다. 만약 4대국이 남북통일의 필요성에 동의한다면 북핵 문제는 물론 동북아 평화도 확실하게 보장할 수 있을 것입니다.

The four major powers that were involved in the division of the Korean Peninsula in the last century have a moral obligation to cooperate in the peaceful reunification of the Korean Peninsula for the denuclearization of the Korean Peninsula and world peace. It is important to persuade the great powers to accept this. If the four major powers can agree on the necessity of inter-Korean reunification, they will be able to guarantee not only the North Korean nuclear issue but also peace in Northeast Asia.

지난날 한반도의 식민지 지배, 분단과 전쟁, 정전체제 등 한반도에서 일어난 중요한 사건들이 모두 강대국의 정책에 의해 일어났듯이 오늘날도 강대국들의 이해와 협력은 매우 중요합니다. 분단 77년을 맞이하는 지금 한국인들은 평화와 자유 통일을 간절히 염원하고 있습니다. 한반도 주변 강대국들도 한국인들의 이 간절한 희망을 이해하고 남북한의 재통일을 위해 협력한다면 북핵문제 해결은 물론 세계평화도 동시에 이루어질 수 있을 것으로 확신합니다.

Just as the colonial rule of the Korean Peninsula in the past, division and war, and the armistice system were determined by the policies of the great powers, understanding and cooperation between the great powers is very important today. As we celebrate the 77th year of division, Koreans are earnestly yearning for peace and free reunification. If the great powers around the Korean Peninsula also understand the desperate hope of the Koreans and cooperate for the reunification of the two Koreas, I am confident that not only will the North Korean nuclear issue be resolved, but also world peace will be achieved at the same time.
